IFAD partners in Viet Nam

 

IFAD’s development partners in Viet Nam include the United Nations Development Programme (UNDP) and the Swedish International Development Agency (Sida), which have financed grants supporting technical assistance and training in four of IFAD’s five projects implemented in the country. Another partner, the Government of Italy, will finance capacity-building activities in Gia Lai province, where IFAD may invest at a later date. In the recently approved Programme for Improving Market Participation for the Poor, the German Agency for Technical Cooperation (GTZ) is providing technical assistance. The programme is a partner in the Making Markets Work Effectively for the Poor (M4P) initiative supported by DFID and the Asian Development Bank.
 
In the poor provinces where IFAD projects are located, initial management capacity is usually limited. Grants finance technical assistance that supports capacity-building in local and grass-roots institutions. Grant-related activities introduce innovative ideas for targeting rural poor people and enabling them to participate in the decisions affecting their lives. They also bring gender issues into the mainstream of the development process.

Working as partners in the Developing Business with the Rural Poor in Ben Tre and Cao Bang provinces, Government of Luxembourg has provided US$3.4 million in support for technical cooperation.

Working as partners in the Decentralized Programme for Rural Poverty Reduction in Ha Giang and Quang Binh provinces, IFAD and Norway have agreed upon a US$5.0 million debt swap for incremental investment activities.

Sharing lessons learned in the process of decentralization and community-driven development is one of the subjects on the agenda of the IFAD-funded Country Programme, to be taken up in the context of national policies and programmes in collaboration with other development agencies, multilateral and bilateral agencies and international and local NGOs.

IFAD's partners in Cameroon

 

IFAD has formed a number of partnerships in Cameroon, especially in the area of policy dialogue. With the establishment of a country office in January 2011, IFAD plans to strengthen consultation with the Government and develop synergies with other stakeholders in development, the public and private sector in Cameroon, NGOs, producers’ and civil society organizations.

IFAD will also foster the development of public-private producers’ organizations along the value chain to enable small producers to access stable and lucrative markets.

IFAD partners in Mozambique
 

IFAD is an active partner of the Mozambican government, supporting sectoral strategies and using government planning and financial management systems in order to minimize transaction costs and to strengthen the government's own financial management capacity. Since 2007, the UN system in Mozambique implements the “Delivering as One” Operational Plan. IFAD has been an active partner of the One Programme through the recently closed FAO/IFAD/WFP Joint Programme on “Building Commodity Value Chains and Market Linkages for Farmers’ Associations”. IFAD is also an active member of several sectoral working groups, developed to harmonize and coordinate between development partners in order to obtain an optimized environment for sustainable development in Mozambique.

IFAD partners in Jordan

 

IFAD’s partners in Jordan have included the Arab Fund for Economic and Social Development, the OPEC Fund for International Development, and the Abu Dhabi Fund. One of IFAD’s key partners,  the Agricultural Credit Corporation (ACC), has been particularly successful in lending to women micro-entrepreneurs in the IFAD supported projects.

IFAD partners in India

In recent years, IFAD has developed close relationships with other donors and agencies in India. It has a particularly strong partnership with the World Food Programme (WFP), involving joint funding and supervision of projects, as well as collaboration on advocacy and other initiatives. WFP has co-financed three IFAD-supported projects by providing food assistance valued at over US$10.0 million. This food resource has proved highly effective in targeting the poorest households in communities and supporting nutritional inputs for strengthened social services.

The Department for International Development (United Kingdom) cofinances the IFAD-assisted tribal empowerment project in Orissa. IFAD cofinanced a recently closed rural women’s empowerment project with the World Bank and is exploring the possibility of a partnership with the German Agency for Technical Cooperation.

Since the late 1980s, when IFAD began working with more than two dozen non-governmental organizations on a women’s development project, it has built strong partnerships with India’s civil society organizations. IFAD has established partnerships with formal financial institutions – both private and public – for its rural finance initiatives. On the local level, IFAD supports partnerships with community-based organizations as a key to sustainable development.

IFAD will continue to forge and strengthen partnerships with government agencies, CSOs, farmers’ and tribal organizations, women’s and youth organizations, international cooperation agencies, the corporate sector and academic and research bodies in its effort to make available the necessary knowledge, competencies, resources and agency to enable poor rural people to overcome poverty.

IFAD partners in Kenya

IFAD has worked closely with the Belgian Fund for Food Security (BFFS). Under the BFFS.JP, grant resources from the BFFS are used either separately or in tandem with IFAD loans.

In Kenya, BFFS.JP grants have enabled IFAD to test approaches at the field level and to scale up successful activities in larger projects. This approach has proved particularly successful for two types of activities: the provision of basic social support services (primary health care, nutrition and clean drinking water) and of sustainable rural financial services.

Since 1993, the BSF.JP/BFFS.JP has supported the Kenya Women Finance Trust (KWFT), a microfinance institution that aims to improve household incomes of low-income women through savings and credit, mainly for microenterprises. The KWFT has more than 400,000 women members throughout the country, employs more than 1,600 staff, and has become one of the most successful microfinance institutions in the country. The Trust is now licensed as a deposit-taking microfinance institution, which means that in addition to providing loans to clients, it is now able to mobilize and administer savings.

IFAD works closely with other donors in Kenya in support of government efforts to promote harmonization of donor activities. In collaboration with the Swedish International Development Cooperation Agency, IFAD has promoted a demand-driven approach to agricultural extension designed to help poor and vulnerable households. It has also worked with the United Nations Environment Programme to access grant funds from the Global Environment Facility (GEF) to address problems of human/wildlife conflict in the high-potential Mount Kenya agricultural area.

Partenaires du FIDA au Burkina Faso

Depuis janvier 2006, le FIDA soutient la Confédération paysanne du Faso (CPF) sur le plan institutionnel et dans le cadre de sa participation à la révision de la loi foncière. L’Institut de l’environnement et de recherches agricoles (INERA) travaille avec le projet PICOFA dans le domaine de la cogestion des connaissances et de l’innovation avec les producteurs et productrices dans la région de l’Est. Le Programme d’appui aux filières agro-sylvo-pastorales (PAFASP) de la Banque mondiale est mis en œuvre de façon parallèle et complémentaire avec le projet PROFIL. L’Agence allemande de coopération technique (GTZ), en véritable «complice» du FIDA, souligne la pertinence des interventions de niveau meso, ou intermédiaire, assez importantes toutefois pour permettre un équilibre judicieux entre la recherche des économies d'échelle d’une part, et la recherche d’un impact approfondi et durable d’autre part.
Dans le cadre de la nouvelle stratégie nationale de microfinance, le FIDA développera des partenariats avec des institutions de microfinance et des organisations non gouvernementales pour favoriser un plus grand accès des ruraux pauvres aux produits et services financiers existants. Ceci permettra en outre la création de nouveaux produits et services financiers plus adaptés à leurs besoins. Un des partenaires du FIDA dans ce domaine sera le projet régional PAMIGA mis en œuvre par le Fonds d’équipement des Nations Unies (FENU).

IFAD partners in Rwanda


IFAD, together with the Department for International Development of the United Kingdom (DFID) and the Netherlands, supported the Government of Rwanda in the elaboration of the Strategic Plan for the Transformation of Agriculture (PSTA). A major support project to the PSTA that lays the foundation for a sector-wide approach to the agriculture sector was financed by IFAD and co-financed by DFID and very soon by the Netherlands.

Through its field presence, IFAD is actively participating in two major aid coordination and harmonization mechanisms in the country: the Rural Development Cluster, and the Development Partners' Coordination Group (DPCG). IFAD is also involved in all policy dialogue fora with the United National Country Team (UNCT) and various working groups for the One UN initiative in Rwanda. 

During the process of designing the country strategic opportunities programme, IFAD forged partnerships with the Belgian Technical Cooperation for proximity services to the rural poor, with the World Food Programme (WFP) for food-for-work projects, with the Food and Agriculture Organization of the United Nations (FAO), and with the African Development Bank and the World Bank for water and soil conservation and hillside irrigation. It also works in partnership with farmers’ apex organizations, focusing on representation, and with microfinance institutions, focusing on improved access to agricultural credit for small farmers.

Recipients of IFAD grants are valued IFAD partners in the country. They include SNV Netherlands Development Organisation, the International Centre of Insect Physiology and Ecology (ICIPE), non-governmental organizations providing a wide range of technical and advisory services, and the private sector.
