IFAD partners in Syria For donors and other partners in Syria, IFAD’s experience and competence in working with the rural poor and its extensive knowledge of funding agricultural and development projects in the country are valuable assets. A high level of synergy is possible for IFAD, through its proposed country programme, and the UN agencies, the Italian Cooperation, Swiss Development Cooperation, the Japan International Cooperation Agency (JICA), German aid agencies, the Netherlands, and regional finance institutions such as the Arab Fund for Economic and Social Development (AFESD), the Organization of Petroleum Exporting Countries (OPEC) and the Islamic Development Bank.
