IFAD partners in China From 1996 to 2005 IFAD and the World Food Programme (WFP) established a partnership to assist the Government of China in its efforts to reduce rural poverty and hunger. IFAD cofinances all of its China projects with WFP, forming the first financial partnership between two United Nations agencies. By combining food aid with international financial assistance, the two agencies are able to join forces in addressing rural poor people’s immediate needs and at the same time build assets for future development. The joint partnership relies on WFP’s Vulnerability Analysis and Mapping System to target the poorest counties and townships in China, which are mainly in mountainous regions with large minority populations. This method uses food security and other human development indicators, such as access to safe drinking water and electricity, to select the most vulnerable areas. The Participatory Rural Appraisal methodology promoted by IFAD and WFP is used to further identify the poorest households and villages in the areas. WFP provides rural poor people with food for work and food for training: Food-for-Training is a functional literacy and technical skills-building programme, while Food for Work enables poor, food-deficient people to improve agricultural infrastructure and expand their arable land. Most of IFAD’s loans support microfinance services with Rural Credit Cooperatives. Projects work with Rural Credit Cooperatives to help broaden their client base to include the poorest segments of the rural community. IFAD funds are also used to improve extension services, such as animal husbandry, cash and food crops and reforestation, and to rehabilitate rural infrastructure, such as roads, water plants, and health and education facilities. As IFAD develops and implements its strategy to assist the Chinese government’s rural poverty reduction and development programme, it is moving towards expanding its partnerships with other national, international and bilateral agencies and civil societies.
